I think the format should be specified in FileZilla Server settings. I experienced a similar problem before as I didn't know which cert format should be used.

The server has returned 200 to the PROT C command even though P is required.

According to RFC 2228, 534 should be returned instead:
If the server is not willing to accept the specified protection level, it should respond with reply code 534.

I can use FileZilla to connect with a FTP 7 for IIS 7 server via AUTH TLS successfully. By the way, the issue will be fixed in the next version of Xlight FTP Server...

XP SP1 may not be supported. Please upgrade to SP2 or even SP3.

RFC 2228 says that "The default protection level if no other level is specified is Clear". However, after sending the PROT P command, the protection level is specified is Private and therefore I think a reset is needed.

Also, it seems that the servers are requiring the PROT C command.

Actually PROT C is even the initial default, so FZ has to fall back. But that's not the problem in this case. Please configure the server and all attached routers and firewalls as described in the guide. Would you explain the issue further? Why does the GnuTLS error occur when the FileZilla server ...

PROT C is the default, but the client may need to reset the data channel protection level to C by sending "PROT C" after P is rejected by the server. I have converted the cert from PKCS #12 to PEM via OpenSSL:

openssl pkcs12 -in "input-file-path" -out "output-file-path" -nodes

and the problem is fixed.

However, can FileZilla Server support the PKCS #12 format in the future?

The exported format is PKCS #12 (.p12 or .pfx files).
