Listing directory contents counts as transfer. Note the reply code, it starts with a 5 meaning permanent error as per FTP specifications. On permanent errors FileZilla does not retry automatically. So I connect to a server that gives me a max of 3 download slots. Whenever I select a folder or select a bunch of files that are more than 3, it fails to queue more than three of them and makes them failed transfers.
