Is the problem really impossible to solve?

The page is displayed only when connecting to FileZilla. After turning off FileZilla, the page displays the error "Connection timed out". I reinstalled Windows and resetted the modem settings - no effect. Hosting provider and Internet Service Provider are not able to help me. The only hope...
