I called IONOS back and apparently the problem was I need to change from a Managed Site to a Standard Site so I could have the access I needed. This was done and now the Plugins are installed successfully.

Please close this discussion as solved. Again, I could not see where to make this change.

I called IONOS as the way to address this is to download the .htaccess file using FileZilla, make the necessary changes, and upload the changed file. I tried this as I had figured out that much but could not upload the file. I had to change my account from a Managed Installation to a Standard Instal...
