Which version of FileZilla are you using? What operating system are you using? What happens if you transfer the file as binary file?

Very much looks like a rogue firewall or NAT router.

For a test, try uninstalling all firewalls and bypass all NAT routers by plugging the computers directly into their respective modems.

Your script is not using FTP over TLS. This leaves the possibility that some firewall or NAT router is tampering with the connection. Which command-line client are you using in your script? Consider one that supports FTP over TLS.

A failure after the AUTH command is almost always caused by a broken firewall or NAT router. Since the online test works, this means the issue is with the machine the client runs on.

This is intentional. You are not supposed to install multiple versions of FileZilla on the same machine. There is absolutely zero reason to install both a 32bit and 64bit version. First thing the 32bit version does on the next update is to replace itself with the 64bit one.

There have been cases of routers not being able to forward ranges of ports. If that is the case with your model, forward each port individually, as tedious as that might be.

How did you check that the chain checks out fine?

Note that you must check explicitly against the FTP server. HTTP servers and FTP servers are different programs with independent configurations. Even if the certificates are correctly configured in one, it says nothing about the other.
