Try to reach the server from another machine in your LAN, using an FTP client. If you also can't connect from this location, the firewall on the server machine needs to be configured by opening all involved ports (listening port + all passive ports).

Use only 192.168.1.150 as server address - delete the FTP:// part.

FileZilla Server 0.60.2 is not for you, as you don't want to run an FTP server. You only and exclusively need the client.

FileZilla does never, ever, create files or directory on its own.
If not Filezilla, does someone have any ideas what else might be doing it?
Maybe some sync software, like OneDrive. Windows 10 itself also has the capability of syncing, especially if you have an MS account.

You are actually connected to the server's SFTP subsystem, as FileZilla only supports SFTP (not the complete SSH2). In particular, there is no remote shell support. You need to use a true SSH client, like PuTTY (WinSCP should also work). The menu option is only for sending custom FTP commands to FTP...

No. Neither FTP nor SFTP can deal with file contents, at all. Neither of them does provide any random access, like modern protocols do. If you want to seek within a file, you have to completely download it, first.

If the server works, then a local firewall or security software blocks FileZilla from calling out.

FTPS = FTP over TLS. The former just being an abbreviation of the latter.

There are two ways of doing FTPS, though. Explicit and Implicit. We do strongly recommend using Explicit.

Windows Theme is for the System, not applications. The "System" is running behind the scenes, the "System" doesn't require any Theme (neither does it require any UI).
