Well, in this case, it's not a home server. Scratch that.

Could you try with wired Ethernet? Although I don't believe it's the WiFi, rather a router/ISP problem.

Can you connect to other FTP servers or do they also fail?

FTPS on port 990 is FTPS Implicit and not recommended, as it has never been standardized. Officially, it does not exist as an FTP standard. Please set up the server for FTPS Explicit, chances are that it already is. FTPES uses the same port as unencrypted FTP (21), and the client explicitly switches...

First, what you describe is nothing an FTP server can or should do. FTP servers are passive and take only orders/commands from FTP clients. An FTP server will never act by itself. If the ftptest site says the configuration is OK, then it is (it behaves exactly like a real FTP client would). So, the server either works or it does not. Yours does work. The Network Config Wizard tests for the only FTP access mode where client configuration is required: Active Mode. Without extensive configuration, it'll always fail. That's not a big problem, as nearly all servers out there support Passive Mode, and FileZilla prefers it by default. Passive mode work...

There is no actual problem I can see. Warning #1: Default port for FTP is 21 (or 990 for FTPS Implicit). You are using a different (custom) port. So, clients need to enter the port when connecting. Do you actually have an SFTP server running on the Windows machine? While *NIX usually always runs an SFTP service of some sort, Windows does NOT.
