That can only be done in the server configuration. You cannot configure such things from an FTP/SFTP client like FileZilla.

Check the contract you have with your ISP (Internet Service Provider) at the server side. First, check up your ISP contract. Many ISPs forbid running servers and block the ports. Especially FTP is blocked often, as ISPs don't like it.

By the way, the Active part of the Network Configuration guide only applies to the FTP Client, while the Passive part only applies to the server.

1. Is the server service running?
2. Does the server listen on the port you're trying to connect to?
3. Are you using the correct protocol to connect (FileZilla Server does not support SFTP, for example)?

You cannot log into FileZilla. FileZilla is just a tool, we don't provide any services like hosting etc. Your site is hosted by another company, which also run the FTP/SFTP server. That's the people you need to ask.
