The FileZilla Server package bundled with XAMPP (third-party distribution) is not supported here, I'm afraid. You need to use the XAMPP support channels.

Pretty straightforward answer: FileZilla Server is still the old code base. While FileZilla Client already got the well deserved rewrite from scratch (FileZilla 2.x was Windows-only as well), the Server didn't get it so far.

In SFTP, key-based authentication trumps password-based authentication. That should normally work, as long as no C:\FTP\Files\DEVELOPER directory or file exists. Such a directory or file would conflict with the Alias set. No! The listening port (21 and possibly 990) and the complete Passive port range must be forwarded and opened. Listings and transfers do not use port 21.

You need to configure the server and your network according to the Network Configuration Guide. Definition of a Passive port range, port forwarding that range through the router, opening that range in the firewalls. Additionally, teaching FileZilla Server your public IPv4.

Negative, FileZilla doesn't create any files by itself. Neither does it transfer files by itself. It cannot even be used by others to automatically transfer anything.

I don't know the other program, but it sounds like snake oil trying to spread FUD. And, it's off topic.

If you didn't change anything on the "IP bindings" and/or "IP filters" page, then posting the config file is not necessary. Did you?
