What is the default Home directory? If it's C:\FTP, then the physical DEVELOPER directory is in conflict with the DEVELOPER alias of the same name. Does it work if naming the Alias differently?

The error message comes straight from the server. They use an integrated virus scanner that is detecting the EXE stub of WinRAR as Malware. You need to contact server support so they can fix their false positive issue.

Encryption type cannot be specified at the command line. The only possibility would be to define it in the specific Site Manager entry and call that entry from the command line with the -s parameter. Not possible from KeePass, I'm afraid.

Note the option to force Plain FTP will go away in the future.

Connecting from outside using the URL, public IPv4, or IPv6 (if available) means going through the router. If that works, connecting locally must work, too. Are you in the same LAN as the server is in? If yes, are you using the private LAN IPv4 to connect (URL and public IPv4 are bound to fail)?
