Explanation:
Large repo updated by users.
To save bandwidth I would like to download only files I do not have locally offline.

Download selection:
Download action: skip for existing files.

Question:
Is file downloaded, then processed locally and disposed of if exists?
Or remote file never downloaded if exists locally?

If it exists locally, the transfer is skipped entirely. Why should it download the file?
