Is FileZilla registered for export control and have an assigned ECCN? Is it excluded from needing an ECCN? IF there is one, what it it?

Contact your central bureaucracy.

If your bureaucracy demands ECCN, your bureaucracy is responsible for telling you the ECCN. I on the other hand just write software, I do not care about bureaucracy.
