how to add exception to windows firewall

Hello all:

After I install filezilla, I found it automatically adds exception to windows firewall. You can check it by looking at

Control Panel -> Windows FireWall -> Exceptions


May someone here tell me the way to do it?
I have a program XYZ and would like to add XYZ the above place, so it can get the permission to access outside.

I don't know why FileZilla adds a firewall rule on your system, there's no built-in functionality to do so.
