Don't know is it a similar problem.
It definitely isn't.
I can connect to the ftp, browse through folders and see files with non-Cyrillic names.
Problem: I can't see files with Cyrillic names.
If the server you use doesn't support UTF-8, you must not use non-English characters for filenames. See Character Set
Workarounds: for example Firefox can see all files. Also as FileZilla on WindowsXP.
That's just luck. The behavior is totally undefined.
forcing UTF-8 charset did not helped.
If the server doesn't support UTF-8, forcing will not do anything.
http://ftptest.net gives me "Error: FEAT response lines must begin with a single space character".
That's an additional problem of a broken server not following the specifications.
