Do i tell to the server that this is going to be my data port (82*256+119=21111) and then server sends me his
data port? Or I am not right?

Wrong. If the client selects active mode by virtue of sending the PORT command, it tells the server to connect to the given address and port upon receiving a transfer command.and then server sends me his
data port? Or I am not right?
