ECONNREFUSED - Connection refused by server

All of a sudden I'm now getting this error "ECONNREFUSED - Connection refused by server". I'm currently using version 3.8.0. Here is my current config:
Passive mode
allow fallback to other transfer mode on failure
use the server's external IP
get external IP address from the following url
don't use external ip address on local connections
ask OS for a port

Here is my test results:

Connecting to probe.filezilla-project.org
Response: 220 FZ router and firewall tester ready
USER FileZilla
Response: 331 Give any password.
PASS 3.8.0
Response: 230 logged on.
Checking for correct external IP address
Retrieving external IP address from http://ip.filezilla-project.org/ip.php
Checking for correct external IP address
IP 23.23.23.23 cah-cfa-bei-ha
Response: 200 OK

Please test your server using https://ftptest.net/. Post the result here.

Hi,

I have the same problem. I used filezilla 2 years without any problem, and I got this error message until 2 days.
I read all the configuration webpage, I put the firewall and antivirus on OFF, but it's not working.
Meantime, I use the software CoreFTP LE, and it's working. But I prefer filezilla.

With the ftptest.net, I have this error : Error: Reply too short. Expecting 3 digit reply code followed by space followed by description

With the filezilla network wizard, here the error :

Connecting to probe.filezilla-project.org

USER FileZilla
Response: 331 Give any password.
PASS 3.7.3
Response: 230 logged on.

Something is wrong with the server. Contact your server administrator or server hosting provider for assistance.

I did, they said everything is ok (IP is not blocked)
And I can access to my FTP with the same parameters with the soft Core FTP
Any idea ?

If ftptest.net fails then there's definitely something wrong with the server.

I tried many other things, with new tests, with 2 different IP. Here the results :

all the firewall + antivirus are OFF (computer + router)
-with an IP "A", filezilla doesn't work, but coreftp works
-with an IP "B", filezilla works, and coreftp works too


An idea to resolve the problem ?

Ok, I got the solution...there was a problem of the IP pool from my internet provider :(

I was hoping if there is such problem with filezilla and if possible we can check the alternative option of uploading files like thouihg nthe cpanel or the host upload section. If there it work then filezilla has the problem else server - in you case server was the culprit.

Wrong. If uploading over the webpanel works you just verified there's a problem with FTP. The panel is usually not using FTP AFAIK.
