I want to create a game server

I have rented a server(not a game server) and i have all my files and i have uploaded it into the server now i want to know how to open the server start application for eg i want to host cs 1.6 and i want to start the hlds which i have uploaded into my server and i want to get the server address so that i can get access to the server if anyone can help me i will be so glad and thankful
