Do you feel the need for some kind of 'dynamic' bandwidth throttling based upon the type and number of users connected?

I was looking for, and have been unable to find, an ftp server with dynamic bandwidth throttling.

Could not a scheme be devised by which each user/group is assigned some priority class (or weight), and the bandwidth limits per user dynamically adjusted accordingly.

The objective here is to have some users always get more bandwidth than others, while not setting static limits since that leads to (in my case) underutilization when the traffic is low.. Simply put, on my LAN, i want that when there are only anonymous users connected, all the available bandwidth (as set in the overall speed limit for server) be divided amongst them.. but when my friends log in, they get either (1) a minimum assured speed or (2) a proportionately higher speed than anonymous users..

Is this possible? desirable/undesirable and why? can I help?
