Pastebin of vsftpd.conf
As stated in the subject, I receive a GnuTLS error -15: An unexpected TLS packet was received. error when attempting to connect as a FTP user. However, I no issue using that same user with SFTP. The user also receives root access for some unknown reason when connecting with SFTP.
Server is fresh, with update and vsftpd on it.
Server runs Ubuntu 16.04, but came with SSH support already, which I had been using previously for some file changes.

Something is wrong with your configuration. Unfortunately vsftpd has a a fatal design flaw, in case of serious errors it fails to transmit them over the protected channel.
Please temporarily configure your server to allow plaintext FTP and connect without using TLS, you should then see an error message.

ProFTPD could be an alternative.

The age of this indicates the user has likely solved his problem another way, but
I've just installed 3.32.0 64 bit on my Win 10 machine and kept getting this message while trying to connect to an old IP camera within my home network. Yet IE 11 would connect without issues. That got me thinking..
I know nothing about the various protocols, but none of the Quickconnect options worked with any port, or combination/configuration. They all came back with this same error.
However, manually making a Site Manager entry using plain FTP (insecure) protocol connects perfectly. Before I tried this, I was about to remove FileZilla from my Windows machine. Just saying, f.y.i.
