"File has changed" pop-up window

First I was hoping to find a solution on having the file automatically upload right after I saved it in my text editor, but there seems to be a chance of possible corruption. Even though I would still have the file stored locally (like a backup is used if you ever have corrupt data) so I just would uploaded it again.

Having said that, the problem that I am having is that I sometimes I forget to up load the file after an edit and then I get into a configuration problem between what I think is what is on my server and what is shown in my test editor. And I only get the FileZilla pop-up window if I have that program in the foreground.

Is it possible to have this pop-up window to show up over all my other programs that I would have open on my desktop. That way at least I would be reminded that since I just made a change, chance are very high that I also want to upload that file as is.
