My site gives connection error at login time, after 20 seconds of attempts. This happens sometimes, and for short periods with you connection. My internet works perfectly. My server is free and my site takes 8 seconds to load in Chrome, as times more, sometimes less , could this be the cause of the problem?

That is a lot of time. Sounds like your server is severely overloaded, could very well explain why login through FTP is extremely slow as well, eventually timing out.
