Is it safe to open the downloaded Filezilla file? See attached screenshot.

Then, why did McAfee just stop a virus from executing?

You need to scan your Filezilla file. I went ahead, at your recommendation, and saved the Filezilla file. When I tried to install Filezilla another McAfee warning popped up. It said the virus was in a dll.

It's a false-positive, the installer is safe to use. It tells you on screen what it can and asks you what it should do.
