Error 550 Permission denied: Windows Server 7 FTP Server ?

I created ftp server on win7, i use software FileZilla-3-41-2 and was told a 550 Permission denied error when connecting via the internet but the LAN network ran fine. I go to star-> run: type ftp

I turned off the "Firewalls" and Open port out side internet, I used another computer on the network LAN (local) to access (to check) running well but the network WAN had the above error, I really need your experience to help me.

The screenshot does not show the use of either FileZilla or FileZilla Server. We can only help with FileZilla related issues.
