550 Access is denied when renaming a file

I am not able to rename a file or transfer an index file successfully.
We have compared all permissions between my profile and another user and can not find any differences.
And then logged in on the same PC under the other user and had not problems with transfer or renaming.
Any suggestions are appreciated.

You either do not have permission to rename the file, or in case of a Windows-based server, it could still be opened in a different program running on the server machine.

We have compared permissions between myself and one other user, and they are the same. This was verified by the Admin.
As far as file being used, that does not seem the case. Also, I can log in under my user name, and get the error. And then log out and have another user with the same permissions log in and make try the same transfer or name change successfully. One other note. The other users profile was created over 7 years ago. I am wondering if there is something else that has changed.
Note: This is only a problem with html files.
