Connection Refused Error

Hello,
I am using the 0.9.41 beta version of FileZilla. The following connection errors appear frequently during use, so please consult with us.
And I would like to know how to set Active mode in 0.9.41 beta version of FileZilla.
■ “Failed to create listen socket on port 21 for IPv4.”
■ “Failed to create listen socket on port 21 for IPv6.”
■ “Failed to create listen socket for admin interface on port 14147 for IPv4, the IPv4 admin interface has been disabled.”
■ “Failed to create listen socket for admin interface on port 14147 for IPv6, the IPv6 admin interface has been disabled.”
