Filezilla connectivity VS CuteFTP

I run both programs on 2 different computers. For a variety of reasons, I run Cuteftp on a win 7 desktop. I never have any problems connecting to a server I use in Europe. I have filezilla on a win 10 laptop and can only connect about 5-10% of my attempts. Time of day does not matter so it's not a traffic issue. Firewall is the same, the only difference outside of OS is the programs. Oddly enough, I can use windows explorer to open the server through a network connection, while filezilla is stuck on Connection timed out after 20 seconds of inactivity, Could not connect to server.
