It is possible to set up an FTP server to connect to a cloud storage service and consistently send recordings from a CCTV system (DVRs/NVRs, security cameras, etc.) to this cloud service?.

No, not with FileZilla Server by itself. You would still need a separate tool that picks up the files uploaded to the FTP server, uploading them to the cloud service using the cloud service specific protocols.

You mentioned that the server needed something else to pick up a file. Can you elaborate on that? I soon have a security video system set up myself

Yes, some other piece of software would need to monitor the storage location and forward the files from there. Could be as simple as a shell script invoked from a cron job every few minutes.
