(I know it's an old post, but people might still be looking for the solution.)
Got the same problem after an update.
Here's how I fixed this:
-Download/install/use 7-zip to open the filezilla installation
-Extract mingwm10.dll to your C:\Windows\System32

The program can't start because wingwm10.dll is missing from your computer. Try reinstalling the program to fix this problem.

Turns out one of the filezilla installers (I've updated a few times) did indeed create a new folder for the program (Filezilla FTP Clent) without removing the old one (Filezilla). It did however overwrite the add/remove programs link. I updated my shortcuts to point to the newer version (3.2.2.1 now) and removed the old directory. Hopefully this resolves the issue.

The latest stable version is 3.3.5.1, ATOW. 3.2.2.1 is severely outdated and unsupported as well.I updated my shortcuts to point to the newer version (3.2.2.1 now)

This problem just won't go away.
I updated to 3.5 and ran the program without issue. However the next time I started it I got the nasty mingwm error. I tried switching back to 3.4 but now it too gives the error.
Now I have to install every time I want to use it. Darn good thing it's a quick install!
The subject file is in the system32 directory where it belongs.
Just to be sure I downloaded the zip file and extracted mingwm10.dll to system32. No joy
Extracted it to E:\Program Files\FileZilla FTP Client\mingwm10.dll and bingo, all is sweetness and light again.
So why can't it find the library in system32 and/or why is setup not installing it in the program folder?

In case of a 64bit Windows, don't copy it to system32, that directory only contains 64bit libraries. syswow64 would be better suited. Microsoft has certainly made a consistent and intuitive directory naming scheme. Isn't it obvious where files belong?
What happens if you uninstall FileZilla, reboot and only then re-install it?

The problems have been resolved. A large part (all?) of the problem was my expecting it to be installed on the E: drive despite my having neglected to change the default install directory.
