Building a new site while old one is still active

I am trying to update my old site, with a brand new one. I want to build the new one totally then use a redirect from the old to the new... I know that I have to put the new one in a subdirectory and add wordpress to it. My site is http://www.example.org and I want the new one to be http://www.example.org/FCM ...What I don't know is where to put the subdirectory, does it go in the root so it will look like /FCM or does it go after public_html/FCM.... I have searched and searched and don't know the answer.

The latter. /public_html is the document root where your current website lives. Files outside the document root are usually not reachable at all by the public.

Thank you... I did that, uploaded wordpress into it with its own database on my host and get either the white page of death or a 404 error directing me back to my host.

Did you use the correct paths everywhere? Case is very important on webservers.

404 error is due to missing files. So either it's because u forgot to add the required files to your server or ur files have not yet been uploaded. It takes sometimes for all your files to be uploaded via FTP.
