Since most of users use modern browsers,
I'm web designer, do u think time came to stop supporting IE 8 and below?
, as it takes extra time just to make the site work normaly in older IE version

Stop support for IE7 and below. IE8 is still the highest you can get on XP. XP is still supported until next year.
