Directory access denied

I get Error: Failed to retrieve directory listing when I try to access
/public_html/wp-content/plugins it is the only directory I can't access in FileZilla, the rest of it works fine.
I am trying to access my first website http://diysolarenergy.org because all my plugins have disappeared on that site. Any ideas what is happening? Thanks, pherron
