Images not uploading completly, then popup window "target file already exsists"

For the last month I've been getting this error with uploading images. I did update to 3.14 but still getting this problem.

What happens is I'll upload the image and it says 100% but then it stops for a moment, then up comes the window again "target file already exists"

Also, when the image does upload the file size is always less than the total file size. For example the image is 100kb, the server file size shows 80kb. I load the image URL in a browser and the image is only 80% there.

I select the "overwrite" option, the file completes, but it's still not 100% of the total file size.

In the transfer queue failed transfer tab I'll see the reason column is timeout. What is going on here?

Could be a firewall or NAT router interfering with orderly connection shutdown.

For a test, try uninstalling all firewalls. If your are using any NAT routers bypass them by plugging your computer directly into your modem. Does the issue then still occur?
