target machine actively refusing ftp transfer>>

I was previously using cable and had no trouble, now i use DSL and i can no longer ftp at all.
i have tried removing my firewall entirely (both windows and trend micro) and am using ftp program passively.
I have no problems using the internet or mail.
- it seems to connect to any server i wish via ftp, but then the target machine actively refuses to list.
Any clues ?
using a speedstream DSL modem with a DLINK router.
