Connection Problems - Timed Out

Hi, I'm new to File Zilla and ftp in general. I just set-up a new website for my business and I'm trying to access the ftp page, but my connection keeps getting timed out. I've run the filezilla configuration test and everything works fine. I've disabled the firewall on my computer, and I'm not using a router.

My connection message screen reads as follows:

Status: Resolving address of ftp.smallclaimscourtguide.ca
Status: Connecting to 207.148.231.241:21...
Status: Connection attempt failed with "ETIMEDOUT - Connection attempt timed out".
Error: Could not connect to server
Status: Waiting to retry...
Status: Resolving address of ftp.smallclaimscourtguide.ca

There doesn't seem to be an FTP server at that URL, or it is down.
