Can't List Directory but Can Transfer File Problem

I was trying to upload a file to a ftp earlier, and FileZilla logged in successfully but received an access denied error when it tried to list the root directory. I tried to upload a file but to my dismay every way I tried didn't work. Add to upload queue was greyed out, drag and drop wasn't possible, and another transfer button I tried didn't work either (can't recall exactly).

I loaded up SmartFTP, logged in, was denied listing again, but the file transfer started right away and completed successfully. So, it seems that FZ won't upload files when it can't see the directory. Have I misconfigured it, is this a bug, or is that just not supported? I checked the FAQ and I believe passive mode was checked, though I'll need to doublecheck this to be 100% sure.

Any suggestions welcome.

System: Win 2000 SP4
FZ: 2.2.7a
FTP Server: IIS
