Filezilla 3.10.3-rc1 won't install

I downloaded the file shown as:

Windows (64bit) Operating system logo

FileZilla_3.10.3-rc1_win64-setup.exe (recommended)

When I run it (Win 7), normally OR as administrator, I get this error:

Windows cannot access the specified device, path, or file.
You may not have the appropriate permission to access the item.

It deletes the EXE file.

Could there be a third-party program that deletes the installer?

Yes, Panda AntiVirus quarantined it for some reason.

Hopefully there isn't any malware or other vicious things in it, as some have reported.

Nothing unwanted is being installed if you decline the third-party offers the SourceForge Installer may display.

If you do not wish to use the SourceForge installer, have a look at the additional download options listed on the FileZilla website.
