Queue import doesn't use Site Manager

Importing the queue doesn't use the site connection context from the Site Manager.
Instead, the queue XML contains the site connection information, which may be outdated and no longer works for the site.
The main problem is there's not a UI method to change the queue's site connection properties, and requires some knowledge of the XML configuration.
