'Overwrite if source newer' not working reliably, or at all

Am trying to upload significant amounts of data to Box. I've ticked the option to preserve timestamps, and sure enough when I compare the local and remote folders, the timestamps on each file appear identical. Yet when I upload the folder again, every file is uploaded, despite using the 'overwrite if source newer' option.

Through experimenting I did discover that if I make the initial upload with a timezone offset of 0, then my next (update / comparison) upload with an offset of 1 or 2 minutes, most files are skipped. But not all, and the problem is then that any files uploaded during this operation now have a timestamp that is 2 minutes out, so any future update / comparison on the folder will be a real mess.

I guess what I'm asking is: is there any way to make the 'overwrite if source newer' option usable?
