Is there a way (button?) to refresh the files that are stored on the 'Local Site' and placed in the 'Extern Site' ?
Every time I have edited the files stored on my computer/Local Site I would like that they are refreshed in the 'Extern Site as well, or is there another way to quicly 'refresh' without having to delete the files in the 'Extern Site' and reload the files from the 'Local Site'?

No, using FileZilla, you have to re-upload manually*. Other clients may have automated sync functionality.
*If you edit through FileZilla's View/Edit feature, it will ask to upload the changed file, unless you disabled that.
