How do I know if my ip has access to ftp?

So I'm trying to log into a client's ftp site to fix something on their website and they said they needed my IP address so they can give access to it. We have done that. However, I'm not sure if my being unable to connect has to do with that or not.

Status: Connection established, waiting for welcome message...

Status: Retrieving directory listing...
Command: PWD
Response: 257 "/home/mwd"
Command: TYPE I
Response: 200 Switching to Binary mode.
Command: PASV
Response: 227 Entering Passive Mode (54,68,207,45,46,252).
Command: LIST
Error: Connection timed out after 20 seconds of inactivity
Error: Failed to retrieve directory listing

I have enabled ports 21 and 2100, even tried turning my firewall off. I tested it on ftptest and the result is connection attempt timed out

As the FTP test failed, it's a problem with their server. They probably didn't open/forward all necessary ports for Passive mode correctly on their side.
