The application "FileZilla.app" can't be opened.

The application "FileZilla.app" can't be opened.

I just downloaded FileZilla (FileZila_Manual_plus_FileZilla_3.46.3_macosx-x86.app.tar.zip). This is the version with the PDF manual, NOT the Pro version.
After expanding it with Stuffit Expander, when I try to open it (either Cmd-O, double click or right click and Open), I get a message box with the message "The application "FileZilla.app" can't be opened." and one button (OK).
After expanding it with Archive Utility, I get a message box with the message "You can't open the application "FileZila_Manual_plus_FileZilla_3.46.3_macosx-x86.app" because it may be damaged or incomplete."
I am using macOS 10.14.6.
What to do?

Make sure to only ever use the built-in tool in macOS to extract archives. Never use third-party programs to extract the archive, that damages the files.
