Hello!
In Win 10, the areas of the window scroll without the need to use the mouse to focus on this window, but in Win 8.1 this does not work.

That is correct behavior. "Scroll inactive windows" is a new feature introduced in Windows 10. In other words, Windows 8.1 simply doesn't support it without the use of third party tools (like "WizMouse").

(On a side note, I believe that scrolling inactive Windows was even available for Windows 95 with the Plus! pack, so, Microsoft just reinvented the wheel.)
