Can't connect *without* VPN

I am unable to connect using Filezilla for a few years now - across several versions of Filezilla - unless I use a VPN (I've used at least two VPNs and can connect when I am on either of those VPNs.
I can go to a windows folder, type ftp.mysite.ftp and connect using the same username/password, so I'm thinking that rules out an issue at the router?
I just added an exception to the computer's firewall to allow Filezilla through, but it made no difference (and why would it have since I can get through on a VPN).
I've tried it with a second ftp site as well with the same results. Unable to "connect" might be the wrong word - I will trust your expertise for the right one. It looks like this.
Status: Disconnected from server
Status: Resolving address of ftp.MYSITENAME.com
Status: Connecting to ###.###.###.3:21...
Status: Connection established, waiting for welcome message...
Status: Initializing TLS...
And stays there forever.
