I tried to upgrade FileZilla with FileZilla_3.56.1_win32-setup.exe and got the following error:

Cleaning leftover files
Output folder: C:\Program Files\FileZilla FTP Client
Extract: filezilla.exe
Extract: fzsftp.exe
Extract: fzputtygen.exe
Extract: fzstorj.exe... 100%
Extract: GPL.html
Extract: NEWS
Extract: AUTHORS
Can't write: C:\Program Files\FileZilla FTP Client\libgcc_s_dw2-1.dll

Especially on 32bit, FileZilla often doesn't quit properly (own experience). Without closing the Setup program open Task Manager and kill all FileZilla.exe processes that are still open (only those). Then, select Retry.
