Plesk Setup

I am new to VPS and I am trying to set up SFTP in Plesk.
I can set up a connection via root but no customer accounts can access the remote server. I have ssh access but I wonder if there is another setting somewhere I am missing.
I have a number of shared servers where FTP access for customers works fine but I don't have access to the root settings of those to compare.
