Please post a complete log, snippets are of negative use, they waste time.

2023-05-01 14:59:51 7584 1 Response: 227 Entering Passive Mode (51,195,138,85,0,21)
Oh, that is not supposed to work.

The passive mode port range configured on the server must be different from the primary control socket ports. Also, as rule of thumb, the number of passive mode ports needs to be at least as big as the number of transfers (both listings and files combined) that can be done in 4 minutes.

It is something the server administrator needs to do on the server.

No a great answer as neither of us know what we are really doing

Not to sound harsh, but if you are not knowing anything about networks and FTP, you are not supposed to run an FTP server at all. FTP servers require constant maintenance for secure operation.

The server operator must define an adequate Passive port range for data connections in the server settings (cannot be the same as the listening port, must be many, must start above 1024 (49152 or higher recommended). The number of ports required depends on the server load, but is usually in the thousands. The complete range needs to be opened in all server firewalls and forwarded to the server LAN IP in the router. FTP will never work with only one port.
