Critical file transfer error

Hello,

I want to move my website from one hosting provider to another. I've been downloading all files via filezilla in order to upload them at the new provider.
I've been getting error messages concerning only one file, "wp-config.php". See logs below. Changing permissions has not worked. Can anyone help?

You lack permission to transfer the file. If you cannot change the permissions yourself, you need to contact your server administrator or server hosting provider for further assistance.
