Connection Established to timed out

I'm new to file zilla and can't seem to get a connection secured to my remote desktop (V Server).

Error:
Status: Connecting to 194.156.91.189:40120...
Status: Connection established, waiting for welcome message...
Error: Connection timed out after 20 seconds of inactivity
Error: Could not connect to server

Either a firewall is blocking the connection, or there simply is no working server at that selected address and port.

For requesting Firewall access from a company provided computer, what all is needed?
'Host IP Address' and 'Port'?

And is there a standard Port # that FileZilla Servers default to? 14159, 14162 etc?

Specifically, when using the FileZilla application (not FileZilla_Server),
I will attempt to Quickconnect to Host 123.0.0.1 and Port 12345 (examples)

I receive the following text in the message box:

• Status: Connecting to 123.0.0.1 : 12345 ...
• Status: Connection established, waiting for welcome message...
• Error: Connection timed out after 20 seconds of inactivity
• Error: Could not connect to server

It will retry once, then quit once welcome message not received.
I *can* access the same server (123.0.0.1 : 12345) using the FileZilla_Server 'Administration interface' application.
I even get the custom welcome message I wrote in.

Any ideas why FileZilla application cannot connect to the 123.0.0.1

Note that the administration port is only for the administration interface, you cannot use other programs to connect to that port. To connect with an FTP client, you need to connect to the configured FTP port, which is 21 by default.
