dramatically slower upload speeds on Window 11

I have two laptops with identical versions of Filezilla (3.66.1). Both machines are connected to the same Ethernet switch (no wifi).

On the Windows 10 machine I can upload a 20 MB file to my server in one second.

On the Windows 11 machine, the upload takes minutes at a transfer speed of 70 KB/sec (note: KB not MB).

Any ideas where or why the throttling is taking place?

Do you by chance have speed limits enabled in FileZilla?

I did check that -- even enabled then disabled them to be sure. Unfortunately, that's not the problem.

Couple of potential causes: Faulty hardware, faulty drivers, faulty firewalls, faulty AV products or "security solutions", faulty VPN software, or just plain old misconfigured operating system settings. Personally in this situation I'd wipe the harddisks and reinstall Windows, or switch to Linux outright.
