I've been trying to get to the bottom of a throttling issue on our new box we've rented from OVH.
We installed ubuntu but get very low single file upload speed to the server.
For reference we get 1-2mbs max connecting through filezilla on windows 10. However when using a VPN we get 5mbs+ connecting to the server.
This issue does not occur using a VM linux FTP program on the same windows machine.
We have tried changing ports/passive&active settings but for some reason it seems our ISP is throttling filezilla traffic. We've also disabled windows firewall.
Any thoughts on how to get around this/what to change? It's appears to be a windows 10 Filezilla issue

If your ISP throttles traffic, switch to a better ISP that doesn't throttle traffic.
