Password reset problem

After using it for a certain period of time, the passwords of the ftp accounts are reset to different passwords, but I don't know why.
If you change the original password and use it, the password will be reset again at some point.
I think it's been about a year, but this symptom occurred after updating to the latest version.
There are about 1,700 FTP accounts. Is this a problem because there are too many?
